Project Summary

Asbestos Removal Framework | Econ Group | South East

Overview

Econ Group was appointed at the start of 2025 as the sole contractor for the South East region on Abri Housing’s Asbestos Removal Framework following a competitive procurement process. The framework covers a wide geographical footprint, with a strong concentration of works in the South East, primarily including, but not excluded to, Portsmouth, Bracknell, Surrey, Kent, and surrounding areas.

Our role is to deliver both planned asbestos removal and reactive asbestos removal services across Abri’s diverse property portfolio. This includes occupied and void residential properties, sheltered housing schemes, garages, communal areas, and commercial premises. The works also extend to contaminated land remediation and emergency asbestos management.

Scope of Works

The framework supports Abri’s compliance, refurbishment, and void property turnaround programmes. Typical works include:

  • Removal of asbestos-containing floor tiles and adhesives
  • Soffit and fascia removal
  • Textured coating removal (Artex)
  • Garage roof replacement
  • Contaminated soil and debris removal
  • Complex works in sheltered housing and communal spaces

All works are delivered under stringent health, safety, and environmental controls, in full compliance with HSE regulations, including Control of Asbestos Regulations 2012, and best practice guidance (HSG264 and HSG248).

Reactive Asbestos Removal – Rapid Mobilisation

One of the core strengths of Econ Group’s delivery is our ability to respond rapidly to reactive maintenance asbestos removal needs. In scenarios such as unplanned asbestos fibre release or urgent void property works, our team mobilises quickly, often within 24 hours, to ensure risk is controlled and the site is made safe without delay.

This capability is underpinned by:

  • A dedicated reactive works team
  • 24-hour waste collection service
  • Strong relationships with local waste transfer stations
  • Immediate coordination with analysts for air monitoring and clearances

Performance and Compliance

Econ Group consistently meets and exceeds framework KPIs, including:

  • Waste collection within 24 hours of completion
  • Zero health and safety breaches to date
  • 100% compliance with documentation (Waste Consignment Notes, Four Stage Clearances, Plans of Work, RAMS)
  • No re-attendance charges due to accurate and efficient project delivery

We work closely with Abri’s appointed asbestos surveying and analytical partner, CASA Environmental, to ensure accurate surveys, effective planning, and timely clearances. Their UKAS-accredited air monitoring and survey services, combined with our HSE-licensed removal expertise, ensure a fully compliant and coordinated delivery.

Communication and Client Support

Transparent communication is central to our delivery model. We provide:

  • Weekly progress reports to Void Managers and Project Teams
  • Real-time data uploads to Abri’s Teams platform
  • Close liaison during mobilisation and completion stages
  • Proactive updates during reactive works to minimise disruption to residents

Sustainability and Social Value

In line with Abri Housing’s sustainability objectives, Econ Group ensures:

  • All asbestos waste is disposed of at licensed facilities in the South East
  • Local employment and training opportunities are prioritised, supporting communities in Portsmouth, Bracknell, Surrey, and Kent
  • Carbon-conscious logistics planning to reduce unnecessary travel

Conclusion

The Abri Housing Asbestos Removal Framework demonstrates Econ Group’s ability to deliver safe, compliant, and high-performing asbestos removal services across a wide operational area in the South East UK.

Our proven capability in reactive asbestos removal, combined with meticulous planning for planned works, ensures we provide Abri Housing with a reliable, efficient, and resident-focused service.

With our HSE licence, ISO 45001 certification, and strong collaborative approach with CASA Environmental, we continue to support Abri in protecting residents, maintaining compliance, and achieving turnaround targets for properties across Portsmouth, Bracknell, Surrey, Kent, and the wider South East UK.
